District websites are full of documents families depend on: newsletters, enrollment and registration forms, lunch menus, calendars, handbooks and school board agendas. Under the ADA Title II rule, public school districts must make them meet WCAG 2.1 Level AA. Your district's deadline
Public school districts are public entities under ADA Title II. Your date depends on your district's total population, not its enrollment:
- 50,000 people or more: April 26, 2027
- Fewer than 50,000 people: April 26, 2028
Independent school districts use the Census Bureau's Small Area Income and Poverty Estimates. Districts that are part of a city or county government use that government's population. The deadline finder will confirm your date.
Classroom materials count too. The final rule has no general exception for course materials behind a login. The Department of Justice proposed exceptions for password-protected course content in 2023 and left them out. Documents teachers post in your learning management system are covered just like those on your public website.

The documents districts post most
Newsletters and flyers
Many newsletters and flyers are designed as images, with the text baked into a picture that a screen reader can't read. Build them with real text and add alt text to photos and graphics. For files already posted, Includoc adds a text layer to image-only pages, tags the document and drafts alt text for you to review.
Forms
Registration, enrollment, athletics and permission forms are what families use to take part in school programs, so they come first. Menus, calendars and schedules
Lunch menus, bell schedules and school calendars are often laid out as tables or images. Real tables with header rows let a screen reader user hear "Tuesday, lunch" before each item. We mark headers and flag layouts that need a person to check.
Handbooks and plans
Long documents need headings, bookmarks and a logical reading order so families can find the section they need. Includoc builds bookmarks from headings and fixes the reading order.
English and Spanish
Many districts publish in more than one language. Includoc detects each document's language and writes alt text and headings in English or Spanish to match.
A note on student information
The documents districts post on their websites are usually public by design. Don't upload documents that contain student records, such as report cards or IEPs, unless your district has approved it under its student privacy policies. If your district or state requires a student data privacy agreement, ask us during procurement.

- Find everything. Add your district website and verify that you own it. IncludocBot lists every PDF, Word, PowerPoint and Excel file, with where it's linked and when it was posted.

- Keep up. Weekly monitoring checks new and changed documents and emails you a digest.

Paperwork and purchasing
- P-card: pay-as-you-go pages and Pro work on a district purchasing card.
- Quotes: request a written quote for your files or for board approval.
- Purchasing limits: thresholds vary by state and district. Organization plans are priced to fit under many common small-purchase limits. Check your own policies.
- Vendor documents: W-9, certificate of insurance, security overview, our data processing addendum, and our Accessibility Conformance Report once it's published.
- Invoices: with your purchase order number and net-30 terms, paid by ACH or wire.
- Budget timing: many districts start their fiscal year on July 1. A pilot this year can lead into an annual plan in next year's budget.
Founding pilot
Districts facing a Title II date can join our founding pilot, open to the first 10 to 15 organizations. For $1,500 one-time, you get 60 days of Organization Standard, a full inventory of the documents on your website with a prioritized plan, your top 20 forms human-verified, a 15-minute check-in each week and a board-ready progress report.
