Your website probably holds thousands of PDFs: agendas and minutes, permit applications, budgets, notices and plans. Under the ADA Title II rule, they need to meet WCAG 2.1 Level AA, and so does every new document you post after your compliance date. Population comes from the most recent decennial Census. A department uses the population of the government it belongs to. If you're not sure which date applies, the deadline finder will tell you in under a minute. Our ADA Title II guide covers the rule in depth.
If your government has 50 or more employees, it already has an ADA coordinator. They're usually the right person to own this work, with communications, IT, records and the clerk's office.

These arrive every week, so they're where a good process pays off most. Permits, applications and forms
Forms come first, because people use them to get services, and an old form that's still in use doesn't qualify for an exception. We label existing form fields, add tooltips and fix the tab order. Budgets and financial reports
Budget books and financial reports are long and full of tables. We mark header rows and columns so screen reader users hear each number with its labels, build bookmarks from headings, and flag complex tables for a person to check.
Notices, ordinances, plans and maps
Scanned ordinances get a text layer through OCR before they're tagged. Maps and site plans need a written summary or an alternative format. We flag them so you can add one, because a map's meaning can't be guessed by software.
Older documents
Not everything has to be fixed. Documents posted before your compliance date that no one needs to get a service, and content kept in a clearly marked archive, may qualify for an exception. Includoc suggests candidates (posted before your date, not changed since, no form fields), but your team decides, with a written justification that's kept in the audit trail. How it works for your organization
- Add your website and verify that you own it, with a DNS record, a meta tag or an email to your domain administrator.
- Get your inventory. IncludocBot crawls your site and lists every PDF, Word, PowerPoint and Excel file, with where it's linked, its size, its date and its status.
- Prioritize. Forms and active documents rise to the top by default. Assign documents to departments and change priorities as you see fit.
- Fix in bulk. Run AI fixes on selected documents, review the flagged items and send high-stakes forms for human verification. Download the fixed files and replace them on your site. We never need access to your website itself.
- Record exceptions with a justification and the date each document was posted.
- Stay current. Weekly monitoring checks new and changed documents (daily on Organization Plus) and emails you a digest.
- Report progress. A monthly report for your council or board shows documents found, percent passing, exceptions, progress over time and an estimate to finish.
Pricing that fits a local budget
- Organization Standard, $3,600/yr: one website inventory with up to 5,000 documents, weekly monitoring, 1,000 AI pages a month, 10 seats, exemption tracking, board reports, and invoice and purchase-order billing.
- Organization Plus, $7,200/yr: three websites with up to 25,000 documents, daily monitoring, 3,000 AI pages a month, unlimited seats, single sign-on, priority support and a quarterly review call.
- Smaller office? Pay as you go at $1.50/page, or Pro at $99/mo for a communications team of up to three people.
- Human-verified pages: $4 for standard pages, $7 for complex pages with tables or charts, and $20 for form pages.
- Multi-year savings: prepay an Organization plan for more than one year and save 10%.

Paperwork and purchasing
We've set up Includoc to fit how local governments buy:
- P-card: pay-as-you-go pages and Pro work on a purchasing card.
- Quotes: request a written quote any time, for your three-quote process or your files.
- Small-purchase limits: thresholds vary by state and by entity. Organization plans are priced to fit under many common limits, which can spare you a formal RFP. Check your own rules.
- Vendor documents: W-9, certificate of insurance, security overview, our data processing addendum, and our Accessibility Conformance Report once it's published.
- Invoices: with your purchase order number and net-30 terms, paid by ACH or wire.
- Vendor registration: we'll register in your vendor portal.
- Fiscal year timing: many local governments start their fiscal year on July 1. A pilot this year can lead into an annual plan in the next budget.

We agree on success criteria with you at the start. If you move to an annual plan within 60 days, the full $1,500 is credited toward it. In return, we ask for your feedback on the product and, with your approval, a short case study. Pilot case studies will appear here as organizations finish their pilots.
